Question:Will WS work effectively to plant individual seeds in 3-4" deep plant cell packs in regular garden flats, covering them with plastic bags, avoiding overcrowding and eliminating the need for later transplanting?

Answer:

I believe you would be just fine doing it that way...But don't think that putting them in jugs or large containers is a hassle or causes over crowding. I've done the traditional Wintersowing method for a long time and never thought I had over crowding issues.

But, yes....you should be fine.
